LABOUR REFORMS TO IMPROVE WORKING CONDITIONS

The Ministry of Labour, Industrial Relations & Employment implemented in response to Services to meet public expectations, the Employment Regulation and Productivity Reforms to promote good-faith employment relations and productivity improvements in the workplace.
This includes the enactment of the overarching ERP 2007 and its subsidiary regulations and codes on 2/4/08. Progress of the labour market reform thus far. The National Minimum Wage [P-8] was implemented and staggered (upward) revisions of the 2008 WROs (in effect from 1/7/09) to surpass the established Poverty Level.
In as far as Small Micro Enterprise Development, Cabinet endorsed the establishment of the ‘one-stop shop’ NEC to boost job creation and productivity on 2/6/09. For Capital Developments, the ministry established the Mediation Unit, ER Tribunal and ER Court to effectively and efficiently resolve all employment grievances and disputes improving services to meet public expectation.
The Ministry’s new Productivity Unit has been setup to promote and drive the Productivity Reform under the ERP 2007 in both the public and private sectors.
Other achievements include formal launching of the Mediation Service at Holiday Inn on 16/3/09 to create public awareness about the new resolution mechanism for employment grievances and disputes under the ERP 2007. In addition to the launching of the Mediation Service, the Ministry continues with its awareness training on ER and OHS legislations.
Public sector restructure
The NEC Reform to merge all the employment creation services existing in different Ministries under the NEC for effective coordination and monitoring. Cabinet endorsed the establishment of the NEC to boost job creation and productivity at its meeting on 2/6/09. Decree to be tabled to Cabinet in October 2009.
Public sector right-sizing – The Ministry reduced its staff establishment by 10% in 2008.

2009 STRATEGIC FRAMEWORK FOR CHANGE/ROAD MAP

1. Enhancing Public Sector Efficiency, Effectiveness and Service Delivery Implementation of the ER and Productivity Reforms to promote good-faith employment relations and productivity improvements in the workplace. This includes the enactment of the overarching ERP 2007 and its subsidiary regulations and codes on 2/4/08. Progress of the labour market reform thus far.

2. Reducing Poverty to a Negligible Level Staggered (upward) revisions of the 2008 WROs (in effect from 1/7/09) to surpass the established Poverty Level. Promotion of good-faith employment relations and productivity improvements to increase national wealth and living standards.

3.Establishment of the Mediation Unit, ER Tribunal and ER Court to effectively and efficiently resolve all employment grievances and disputes.

4.Formal launching of the Mediation Service at Holiday Inn on 16/3/09 to create public awareness about the new resolution mechanism for employment grievances and disputes under the ERP 2007.

5.The NEC Reform to merge all the employment creation services existing in different Ministries under the NEC for effective coordination and monitoring.
