Company Continues To Pay $11,000 Per Day Penalty Fee

The cargo vessel Maipo River has continued to unload clinker for Pacific Cement Limited and of as yesterday the unloading had taken 16 days.

Pacific Cement general manager, Sowani Tuidrola said the timeline for the offloading was only seven days and exceeding that they were paying $11,000 penalty fees per day.

“As of yesterday we had exceeded 16 days and the penalty fee was $176K,” he said. Altogether he said the Maipo River had 27,000 tonnes of clinker and as of Monday they had just unloaded 6,000 tonnes and they were left with 21,000 tonnes.

He said they could not send the clinker back as cement was in demand because of Government Home Help initiative for homes destroyed by Tropical Cyclone Winston and infrastructure developments in the country.

According to Mr Tuidrola before unloading they had to apply for an Environment Licence and when approved started.

When asked on how the company could pay back the daily penalty fee, he said they would apply to the Commerce Commission for an increase in the price of cement in the country.

“The cement price is controlled by the Commerce Commission.”

Pacific Cement Limited manufactures and supplies cement and related products for private and public projects in Fiji, Solomon Islands, Tonga, Samoa, Vanuatu, Tuvalu, Cook Islands, Kiribati, Wallis and Fatuna, and New Zealand. Pacific Cement Limited was formerly known as Fiji Industries Ltd. The company is based in Suva, Fiji.

Meanwhile the MV Festival is still unloading clinker for another company.

The agents had applied for 30 days extension   including the visa for crew members.

The Suva High Court had banned Pacific Cement from offloading clinker from the barges to Trucks in Lami as it did not have a permit to do so.

Now the trucks are taken by barges to the ship for the unloading.

Portland cement clinker is ground to a fine powder and used as the binder in many cement products. A little gypsum is sometimes added. It may also be combined with other active ingredients or chemical admixtures to produce other types of cement including:

  • ground granulated blast furnace slag cement
  • pozzolana cement
  • silica fume cement

Clinker, if stored in dry conditions, can be kept for several months without appreciable loss of quality. Because of this, and because it can easily be handled by ordinary mineral handling equipment, clinker is traded internationally in large quantities.

Cement manufacturers purchasing clinker usually grind it as an addition to their own clinker at their cement plants.
