Five Officers Disciplined For Abuse Of Funds: Katonitabua

Five officers from the Ministry of the iTaukei Affairs have been disciplined for abuse of funds.

The ministry’s Permanent Secretary, Naipote Katonitabua, made the revelation this week.

“I confirm to you now that five officers have been disciplined for abuse of funds recently,” he said.

He said four had been sent home and one had been demoted.

Their abuse was spotted by the special audit team of the ministry and verified by the Office of the Auditor General (OAG).

He said past governments had not bothered to audit the ministry’s accounts.

“When the Prime Minister Bainimarama-led FijiFirst Government came into power the Prime Minister and our Minister directed us to audit our accounts,” he said.

He said the ministry’s audit team had made the work easier for the OAG by doing their own audit and submitted it to the Office of the Auditor General’s team.

Mr Naipote said they had already submitted the iTaukei Affairs Board (TAB) and 14 Provincial Councils’ annual accounts to the Office of the Auditor General up to 2007.

“We have submitted a total of 92 annual accounts,” he said.

The ministry’s target submission for 2017/2018:

iTaukei Affairs Board annual accounts: 2008 – 2011

14 provincial councils annual accounts: 2008 – 2013.

This he said would see a total of 93 annual accounts.

The draft accounts under review for submission:

Naitasiri: 2008 – 2011

Serua: 2008 – 2010

TAB: 2008 – 2010

He said there was a backlog and had put in strategies for clearing them and they are –

Special taskforce set up to work on the backlog

Regular meeting with OAG office to review work plans

Purchase of new finance/payroll/human resource system. Change to an integrated system that will connect TAB HQ and the 14 provincial offices

Strengthening internal control and review of the business process

Recruitment of qualified accountants at the headquarters and qualified treasurers

The Board has an internal audit unit that conducts normal and surprise audit visits to the provincial offices
