Due emphasis was also given on the simultaneous-equation hypothesis for the equitable returns to the landowners that will urge them to lease their land.
To me, the bone of contention is the lease money distribution formula. The formula is designed in such a manner that even if the rental is increased to 50 per cent of the UCV, the ordinary member of the clan will always find it hard to make a living if solely dependant on it.
The fact is that 50 per cent of the money is never seen by him or his fellow members. The NLTB takes 20 per cent, Turaga ni Mataqali takes 15 per cent, Turaga ni Yavusa 10 per cent and Turaga i Taukei 5 percent.
In many cases one person holds three titles.
The respective authorities should redesign the formula through consensus and extensive consultation with the stakeholders so that the ordinary members receive the lion’s share.
