War against who?

Using the anti-colonialist rhetoric of a bygone era Zimbabwe’s president Robert Mugabe accuses his opponents of being agents of British and American imperialism and he says he will not hand over power to them even if he loses the upcoming presidential election run-off.
He says he would rather go to war again.
But war against who? His own people?
Mugabe further claims that God had installed him in power and only God can remove him – not an election. Other dictators have made this claim. But what makes me curious is if God is preoccupied with leaders like Mugabe what is the devil doing these days?
