Concerns were raised regarding the excessive consumption of yaqona and cigarettes by young people during a submission the Constitution Commission hearing in Labasa.
The Macuata Provincial Youth Council, in its submission, recommended that the new constitution set the age of 21 as the legal age for the consumption of yaqona and cigarettes.
President of the Macuata Provincial Youth Council, Manoa Tuiwainikai provided his council’s thoughts through their submission.
“Over consumption of yaqona and cigarette has it’s effects. They are lack of productivity; marriage fertility rates are low in the villages. There is also poor time management and poor health conditions,”
“Our submission or recommendation is that the new constitution must set the age of 21 as the legal age where a person can begin to consume yaqona and cigarette,” Mr Tuiwainikai said.
Another issue raised by the Macuata Provincial Youth Council was the integration of some traditional norms and practices or village bylaws into our constitution.
“Our villages are traditional communal settings with norms and practices conducive to our cultures and traditions. To some extent these norms are not enforceable under the state laws such as the ban of the consumption of alcohol in village premises,” Mr Tuwainikai added.
“Due to the nature and close proximity of houses in the village, disruptive behavior such as drunkenness causes a lot conflicts. People who disturb the peace of not abiding by village norms cannot be held accountable by any institution as village norms are not enforceable by law.”
“The constitution must have a place for village bylaws for as long as they do not work against the right of any individual or gives room for anyone to abuse their rights and authority.”
