The Attorney-General Aiyaz Sayed -Khaiyum says the Supervisor of Elections, Mohammed Saneem, was selected on the advice of overseas consultants. He will take up his new post on Monday. He resigned from his position as the Permanent Secretary Responsible for Elections yesterday.
In announcing his appointment yesterday, the Attorney-General and Minister Responsible for Elections, Mr Khaiyum, said Mr Saneem was recommended by the overseas electoral consultants working at the Fijian Elections Office after Australian, Lawrence McGrath, was not able to take up the position because of family commitments.
He said 13 applications were received including three locals and 10 foreigners.
“We had to ensure that there was consistency in the manner in which the assessments of the applicants was carried out. We had to recruit the services of consultants from Australia, New Zealand and the European Union and they set a criteria for all the applicants and it was found by the consultants together with the Constitutional Offices Commission that none of the applicants met the criteria,” Mr Sayed-Khaiyum said.
“We then subsequently offered the position of Supervisor of Elections to one of the consultants who was already working in the office and continues to work there – and have had enormous experience and has held senior positions in the Australian Electoral Commission. Unfortunately Laurie McGrath was unable to take up the position because of family commitments – he spends a few weeks in Fiji and flies back out.
“He and other consultants who carried out the assessment for us that in the event Laurie was not able to take up the position recommended that the Permanent Secretary Responsible for Elections, Mohammed Saneem, take up the Supervisor of Elections. This recommendation was also put forward to the Electoral Commission and they also concurred with this recommendation.”
The Supervisor of Elections is appointed by the President, following the recommendation of the Constitutional Offices Commission, in consultation with the Electoral Commission.
Mr Saneem served as the acting Permanent Secretary Responsible for Elections and Registrar of Political Parties. This is in addition to his role as the Acting Permanent Secretary for Justice, Anti-Corruption and Communications. He is currently the chairperson of the National Anti-Money Laundering Council. He previously served as the acting Chief Registrar of the High Court of Fiji, a Magistrate, and a Commissioner for the Legal Aid Commission.
Mr Saneem began his legal career in private practice in Fiji. He obtained his Professional Diploma in Legal Practice and Bachelor of Laws from the University of the South Pacific.
He was born in Labasa and attended Labasa College. He is married and has a daughter.
Accomplishments as the Elections Permanent Secretary:
The total number of registered voters in Fiji has risen to more than 545,000, or roughly 85 per cent of eligible Fijians.
n Successful nation-wide registration drive in 2013 that added more than 28,000 voters to the roll
n Opening of six permanent registration centres around the country, including one at Nadi International Airport.
n Voter registration drives in New Zealand and Australia
n Compilation, printing and display of the National Register of Voters.
n Preparations for the 2014 General Elections, including current recruitment drives
n Worked closely with international elections experts from Australia, New Zealand, the European Union, and the Commonwealth Secretariat. Worked closely with the international community to help coordinate both material and financial donations for the forthcoming election.
n Recently, helped secure an agreement with the Japanese Government and Fiji National University for the production of a candidates’ education manual.
