A Fijian land use expert, Peremo Caginivula, the principal consultant for Landworths PRC, a local company based in Taveuni, Vanua Levu, says culture and business can mix to produce successful results.

“Mixing the two has been the main cause of the demise of many iTaukei businesses,” Mr Caginivula said.

“I beg to differ. I strongly believe that these two (culture and business) are compatible if we can identify what we need from them both.

“I have come up with a jargon – ‘Capimunalism’, the combining of capitalism and communalism traits that will work for the iTaukei.

“Generically our communalism lifestyle have its strengths and also its weaknesses. We need to pick only on its strengths and combine with the strengths of Capitalism. This will give birth to ‘Capimunalism’- a new model to revolutionise iTaukei landowners.”

He said Fiji did not have a rural development model.

“The reason why most iTaukei backed investment failed (Verata Cattle Scheme, EIMCOL, etc) because there is no proven model. A model that’s designed to fit the physche of the iTaukei.

“For the last 12 years of private consultancy work with communal iTaukei landowners, I’ve got heaps of problems identified. All problems are similar especially in rural Fiji where bulk of the iTaukei are located.”

He said the solution was to produce models to suit communal landowners through capitalism to provide a way forward

“After all these years I’ve come up with a Rural Development Model which I referred to as CREP(Communal Resources Entrepreneurial Program).

“Basically CREP encourages communal landowners to utilise their communally owned resources entrepreneurially(capitalism) for the sustainable betterment of both the individual and communal iTaukei.

“CREP is the vehicle whilst Capimunalism is the driver to drive landowners out of poverty into prosperity thru entrepreneurially designed communall set-ups,” he said.
