Up To Parliament, Says Tikoitoga

Brigadier-General Mosese Tikoitoga says he will not comment on the military, overspending its budget allocations in 2007.
The Commander of the Republic of Fiji Military Forces said he respected the parliamentary process in dealing with the Auditor-General’s reports.

The 2007 report said the RFMF continued to ignore policies and procedures in Government financial rules and regulations which resulted in the over-expenditures of $45.5 million.

Although Cabinet had approved the over-expenditures, the Minister for Finance failed to validate the over expenditures and funds were not deployed to the budgetary allocation for RFMF to offset the amount that had been overspent.

In 2008, the RFMF overspent $2,691,923.  In 2009, it overspent $2,384,515.
Meanwhile, in the 2013 report, $423,966 was written off for account balances of the Police deemed irrecoverable and unverifiable. It included drawings, inter-departmental clearing accounts and trust fund accounts.

The Police had a poor control over payroll where the audit could not ascertain salaries and wages  totalling $3.5 million for special constables.
It also had poor control over recruitment as relevant documents could not be produced for audit.
