The Supervisor of Elections, Mohammed Saneem released the Trade Union Elections Guidelines last Friday.
Mr Saneem said the elections date had not been determined because it would depend on the trade unions’ constitutions.

“We will do the election on the time that they choose, however, the notice to the Fijian Elections Office will have to be at least be six weeks before elections to allow us to prepare,” Mr Saneem said.

He said the Fijian Elections Office (FEO) was responsible for the organisation and management of all trade unions elections in Fiji.

This responsibility was conferred upon the FEO by Section 154 of the Electoral Decree he said.

Mr Saneem said his office would put its expertise to use to assist trade unions to conduct their elections in a transparent and credible manner.

“The FEO will follow the rules of the organisation and the guidelines that we have set out for elections as per the constitution of the trade union and it will determine the type of electoral system, the nomination criteria and the type of elections the union will have.”

He said the guidelines that they had issued would be incorporated into the process.

“The guidelines specify the minimum standards that the FEO will uphold in every election to enhance transparency and ensure accountability.”

In brief, he said the guidelines for the trade union had the following features: “It requires the union secretariat to analyse and forward to the Fijian Elections Office the total number of members who are entitled to vote. It also requires the secretariat to provide a list of members who are disqualified from voting. Under our guidelines members who are disqualified from voting will be allowed time to resolve their disqualification and be enrolled to vote.”

He said the final list of voters would be ready at least two weeks before election day.

He said FEO would manage the nomination processes.

“Upon finalisation of nominations, FEO will draw up a list of candidates that the union’s secretariats will be required to disseminate to its members.”

He said the printing of ballot papers would be done by the FEO and on elections day, they would staff and manage all polling stations.

“Only voters and persons with prior approval will be permitted to enter any polling stations. Counting will be done at the polling stations and results from the polling stations will be displayed at the venue.”

He said the results would also be transmitted to the central location where they would then be collated and published.
Final results and the list of office bearers will be published in the gazette and publicly announced.
