Budget Briefing To Ensure Focused Debate
Members of Parliament being briefed on how budget documents and budgetary process work.

Members of Parliament were yesterday briefed by the Acting Prime Minister and Minister for Finance, Aiyaz Sayed-Khaiyum as to how budget documents and the budgetary process work.

This comes before the 2016 National Budget is announced on November 6.

Through the training, Mr Sayed-Khaiyum is hopeful there will be a lot more focused debate in Parliament after the budget announcement.

“We will have a group of MPs who will be able to read the budget document. This has  always been a problem that people do not know how to read budget documents,” he said.

“They do not know where to look for issues because a particular MP for example may not be interested in say trade and industry but they may be specifically interested in rade and agriculture.

“So they are able to then understand which Head is agriculture located in, how the monies being spent and what are are the ssues that should be flagged.”

Another similar session was held in the afternoon with the representatives from the non-government organisations.


Debate in Parliament

While on one hand this will ensure more focused debate, the upskilling is also expected to help expedite debate in Parliament.

“When people know what is happening and they know how to read the document, then we get a better understanding,” Mr Sayed-Khaiyum said.

“We don’t have to labour the point and try and explain everything when they have that knowledge beforehand.”

Mr Sayed-Khaiyum said this was why it was important to have some kind of basic understanding on budget documents.

“For example in agriculture, you may have different programmes for sheep breeding, cow breeding, where it is located,” Mr Sayed-Khaiyum said.

“So if they know where to find it, the MP may ask the Minister how much did they get last year and why are they getting only this much this year, where is sheep breeding taking place etc.”
