All doctors employed by the Ministry of Health will receive a new substantial pay rise from today, and they will now come under the Ministry of Civil Service.

This was a notification directed to all doctors in a circular from the Permanent Secretary for the Ministry of Civil Service, Bernadette Welsh.

Ms Welsh said in the circular that since the 2016-2017 national budget announcement, her ministry, the Ministry of Employment, Productivity and Industrial Relations and the Ministry of Health have been working together for a “seamless transition.”

All doctors should receive their new rates from their next pay.

However, because of the technical limitations of the payroll system, Ms Welsh stated in the circular that all acting appointments have been cancelled so the pay scales could be updated.

She said there were currently 40 doctors in acting roles.

“For the time being, these acting arrangements will continue until the Ministry of Civil Service has completed a recruitment strategy for doctors and determine what the highest recruitment priorities are,” Ms Welsh said.

“The new pay scales represent a significant change and a substantial increase for all doctors. It rolls in such considerations as basic salary increases. Professional development, housing, professional amenities, basic on-call and job related high level on-call.

“As it is a whole new salary framework, we are proposing to undertake review after the end of the next financial year to see if it can be improved.”

Also, the administrative process undertaken by the Ministry of Health will now be managed by the Ministry of Civil Service.
