Buck Stops With Permanent Secretaries, Says Mohan

The buck stops with Permanent Secretaries, says chairman of the Public Service Commission Vishnu Mohan.

Mr Mohan reaffirmed the standing in response to remarks made by Ministry of Health and Medical Services Permanent Secretary Philip Davies that certain issues are not the responsibility of a Permanent Secretary.

Mr Philip Davies had said that the Director Human Resources was responsible for issues raised against them.

Mr Mohan said: “As far as the Public Service Commission is concerned, we hold the Permanent Secretaries totally accountable for the administrative side of running any Ministry.

“The buck stops with them. Period,” he said.

Mr Mohan will be addressing the Permanent Secretaries tomorrow during a retreat where he will elaborate on the roles, responsibilities and accountabilities of Permanent Secretaries.

Numerous complaints were brought to the attention of Acting Prime Minister and Attorney-General Aiyaz Sayed-Khaiyum about contracts not being handed out, incorrect contracts handed out to civil servants and overall inefficiencies within various Ministries, including Health and Medical Services.
