Council Rep Explains Delays In Reconciling $5m

A Nadi Town Council representative yesterday explained the delay in reconciling about $5million of its accounts.

Nadi Town Council manager Anita Betivanua was giving submissions on the 2014 Auditor-General’s Report on Municipal Councils and Performance Audit Volume 1 (Section 2 – Contractual Engagement by Municipal Councils).

At Parliament yesterday, she said the system they were using was delaying them.

Ms Betivanua said she had discussed in a Managers’ Finance Meeting in January with the director of Local Government of the possibility of introducing software.

She said the director suggested that they look at the manual accounts first then look into a software.

Public Accounts Committee chairperson Ashneel Sudhkar said all the points of discussions showed that the reconciliation of accounts were the cause of variances shown by the Office of the Auditor-General’s report.

He said PAC looked into most of the matters of the Nadi Town Council and found a lot of loopholes in the manual system which the Ministry for Local Government must look into.

Opposition Member of Parliament Aseri Radrodro questioned whether the council had the capacity to continue its operations as the council is expected to expand its boundaries once announced a city.

Ms Betivanua said they did not have the capacity in the means of human resources.

She said they may have to recruit qualified staff but most of the time was spent on training the staff which took up most her time.

Ministry of Local Government representative Alipate Mataivilia said the ministry was recently looking into the systems of all councils to have the same accounting system.

“These were in the plans for 2018,” he said.
