PAC Highlights Delay In Construction Of Treatment Plant

The Water Authority of Fiji’s (WAF) delay in the construction of the Kinoya Sewerage Treatment Plant was discussed by the Public Accounts Committee (PAC) yesterday.

PAC chairman Ashneel Sudhakar said the tender was awarded to Technofab Engineering Limited in 2009.

He said the project was supposed to start on August 1,  2010 and completed in 70 weeks.

“By December 1,  2011 the project was yet to be completed and in the note WAF was supposed to make an advancement of $140,000 to the contractor Technofab,” Mr Sudhakar said.

“The contract had shifted from 2009 to 2010 because there was an eight months delay of payment to the contractor.”

The Attorney-General’s office stated the reason for the delay was because advance payments to the then Public Works Department to Technofab Engineering.

WAF general manager planning and design Nemani Waqanivalu  could not recall whether the project was completed in early 2013 or late 2013, showing that the project was delayed by two years.

Mr Waqanivalu said WAF has improved its financial policy and now do not have delays in processes.
