President’s Office Clears Accumulated Revolving Fund Account For 2008

A fully fledge accounts section and recruitment of qualified and experience accountants help address backlog.
The office of the President has resolved the unaccounted $42,700 in the revolving fund account (RFA) accumulated for 2008.
This was confirmed yesterday by the Official Secretary to the President, Pene Baleinabuli, during the submission of the 2016 Auditor-General’s report on Whole of Government- volume 2 to the Parliamentary Standing Committee on Public Accounts.
Mr Baleinabuli said the RFA account said was finally cleared in 2016.
“The operating trust fund accounts are credit accounts in nature, the accounts should have credit or zero balance.”
Mr Baleinabuli also ephasised that because of the lack of capability in the office, there was a significant amount of misposting in the operating trust fund accounts.
“The establishment of the fully fledge accounts section in addition to the recruitment of a qualified and experience accountant have helped to address the issue of misposting,” he said.
“Reconciliations have been carried out to identify the mispostings and these have been adjusted accordingly.”
He said the extra trust allocations have been deactivated and closed by the Ministry of Economy.
“At the end of 2015, all the trust fund allocations have zero balance; there are no more debits or overdrawn accounts,” Mr Baleinabuli said.
He said the office of the President and the MOE will continue to improve the control and monitoring of the operations.
SODELPA Member of Parliament Aseri Radrodro had asked why there was a lack of supporting documents and lack of supervision in the works carried on the transactions.
Mr Baleinabuli replied: “That has been the case in the past but as we progress, I hope one day we will invite you to the office to see the physical structures that are in place, and the developments.
