Yacata Island Students Wait For A School: Coming, Says Ministry

Students of Sukanivalu VC Memorial School on Yacata Island, Cakaudrove Province are still confined to a village community hall for learning.

School manager Iliesa Dalituicama has raised his concern about the rights of children being compromised for four years.

The Ministry of Economy has in response outlined problems getting contractor to rebuild the CycloneWinston hit school. But it said a new contractor should start work next month.

“The school was completely damaged by Tropical Cyclone Winston on February 20, 2016,” Mr Dalituicama said .

“This is the only primary school on the island.

“In making sure that no child is left behind in education, we accommodated them inside the village hall.”

He said there are 40 students from Year One to Year Eight.

“There are three teachers running composite classes, ” he said .

“We also have some pre-schoolers .

“One contractor came to construct the school and his contract was terminated.

“The building materials are here and it’s getting rusted and bad.”

“I was told Government was given the money to rebuild the school but I don’t know what they doing in this four years,” he said.

“I was told by the Ministry of Economy last month that someone will be sent to carry out assessment but till today no one came.

“Why are we left unattended?

“I really feel sorry to children not having enough learning space.”

Response From the Ministry of Economy

The school was first tendered in November, 2016 and no bids were received due to the magnitude of the project and geographical location of the school.

The project was then retendered in January 2017 where only one bid was received.

The tender was evaluated and awarded in April, 2017.

Government Tender Board (GTB) awarded the contract to Gyan Deo Raju Construction (GDR).

However the mobilisation by the contractor was delayed due to accessibility to site.

This was in terms of engaging the appropriate barge and the contractor built the temporary access road to access the sites with machineries and building materials.

Due to difficulties faced by the contractor that delayed in construction works, the consultant requested for termination of contractors contract.

Therefore, GTB on June 16, 2019 approved the termination of contract with contractor (Gyan Deo Raju Construction Limited) for Sukanaivalu VC Memorial School (Yacata Island).

Current status after reviewing the assessment report and recommendations, CIU re-tendered the project.

GTB approved the construction of the school on 10 January 2020.

The contract will be signed by the end of this month and the contractor will mobilise on site by February 2020.

The construction works at this school was 30 percent completed by the outgoing contractor.

There will be three buildings structurally upgraded and rehabilitated, and eight buildings newly constructed.
