Mr lsoa Talemaibua has been appointed Permanent Secretary Rural and Maritime Development and Disaster Management.

He is currently the Head of Budget at the Ministry of Finance. He worked in the private sector before being recruited as an Economic Planning Officer at the Budget Division in 2009.

He rose through the ranks and was appointed as the Head of Budget and Planning in 2017. During his tenure, the Ministry of Finance was able to perform the planning function of Government with the new Planning Framework endorsed by the World Bank from within the Budget Division.

Through his outstanding leadership, the Ministry was able to introduce Gender Responsive Budget (GRB) across Whole of Government which helps Government leverage tax and expenditure policies that address gender imbalances and account for the different impacts on men and women.

For the last two financial years, he has worked with his team to drive fiscal consolidation that led to quality spending and increased productivity.

He graduated with a Bachelor of Arts in Economics and completed his Post Graduate Study in 2009.
