Consult GCC on referendums, says advocacy group

The Great Council of Chiefs (GCC) should be consulted on referendum matters affecting indigenous self-determination and the use of natural resources, a civil society group says.
The call was made by a representative of the Stand With Niko Advocacy Group, Faith Grace, during her submission to the Standing Committee on Justice, Law and Human Rights yesterday as hearings on the National Referendum Bill continue.
Ms Grace said issues relating to indigenous rights and natural resources warranted consultation with the GCC.

She referred to last year’s constitutional amendment case before the Supreme Court, where the GCC sought but was denied intervener status.
Ms Grace said the GCC was disappointed at the time after being unable to present its views before the court.
She said future referendum processes should allow space for the GCC to be consulted on matters of national importance affecting indigenous communities.
Her submission comes as the Coalition Government prepares referendum legislation following the Supreme Court’s August ruling that upheld the 2013 Constitution’s requirement for a national referendum on constitutional amendments.
While raising concerns about consultation, Ms Grace said the Stand With Niko group generally supported the Bill and agreed with its provisions.
She also called for greater use of technology to improve participation in referendums, including online voting options and mobile applications.
Ms Grace further urged provisions to support voters with disabilities, including the use of Braille materials.
