The Land Transport Authority has banned the sale and transfer of Public Service Vehicle permits under new regulations that came into effect on March 13, 2026.
Under the changes, PSV permits can no longer be transferred through sale and purchase agreements, with any pending or incomplete transfers now cancelled.
LTA chief executive officer Irimaia Rokosawa said the move was aimed at strengthening oversight and ensuring permits were not treated as tradable commodities.

He said the changes would promote fairness and transparency in how permits are issued and managed.
PSV permit transfers will now only be allowed under limited circumstances, including within immediate family, migration, medical grounds where the holder can no longer operate, and in cases of death through probate or letters of administration.
Mr Rokosawa said the new rules were intended to ensure permits remained accessible to those actively providing transport services while improving integrity across the sector.
Permit holders and the public have been urged to comply with the new regulations and avoid entering into prohibited arrangements.
The LTA said it would monitor compliance and take enforcement action where necessary.
