Bainimarama, Qiliho charged with inciting mutiny

The offence, under Fiji’s Crimes Act, carries a maximum penalty of 15 years’ imprisonment.

Former Prime Minister Voreqe Bainimarama and former Police Commissioner Sitiveni Qiliho were in handcuffs again yesterday, charged with inciting mutiny.

The offence, under Fiji’s Crimes Act, carries a maximum penalty of 15 years’ imprisonment.

They were taken from the Criminal Investigations Department (CID) headquarters in Toorak, Suva, to Totogo Police Station. Acting Police Commissioner Mesake Waqa confirmed they were questioned over allegations of encouraging rebellion within the military and police. They are expected to appear in court today.

The charges relate to events following the 2022 General Election.

On December 22, 2022, Qiliho, then police commissioner, issued a statement calling on the Republic of Fiji Military Forces (RFMF) to assist police in maintaining law and order amid reported threats against minority communities.

A high-level meeting that day included Bainimarama, then defence minister Inia Seruiratu, RFMF Commander Major-General Jone Kalouniwai and Qiliho. The meeting resulted in an agreement for military assistance.

This is the third time Bainimarama and Qiliho have faced major criminal charges together.

2023 – Abuse of office: They were alleged to have interfered in a police investigation linked to the University of the South Pacific.

2024 – High Court conviction: Bainimarama was convicted of attempting to pervert the course of justice, while Qiliho was convicted of abuse of office. Bainimarama received a one-year sentence, suspended for three years.

The current case does not affect Bainimarama’s suspended sentence.

However, if convicted of inciting mutiny, both men face up to 15 years in prison.
