Minister for Health and Medical Services Ratu Antonio Lalabalavu describing the late Dr Jemesa Tudravu as a devoted public servant whose leadership and integrity left a lasting impact on Fiji’s health system.

Speaking at the late permanent secretary's funeral service this morning, Dr Lalabalavu said the nation had lost a distinguished medical professional and a seasoned civil servant who dedicated his life to serving the people of Fiji with humility, faith and commitment.

He said Dr Tudravu answered a calling to serve both people and country, often under immense pressure and responsibility, particularly in his role as PS for the ministry.

Mr Lalabalavu highlighted that Dr Tudravu firmly believed health was not merely a system, but a sacred trust.

He said the late permanent secretary worked tirelessly to strengthen health services, improve governance and accountability, and ensure healthcare reached not only urban centers but also rural communities, outer islands and vulnerable populations.

“Dr Tudravu understood that behind every statistic is a human life, behind every decision a family, and behind every policy the future of our nation,” he said.

He noted that during periods of national challenge, especially when the health system faced significant strain, Dr Tudravu provided calm, steady and principled leadership.

According to the Minister, Dr Tudravu’s leadership helped elevate Fiji’s standing in regional health discussions while remaining grounded in local realities.

Mr Lalabalavu also spoke of Dr Tudravu’s personal character, describing him as a humble leader who treated colleagues at every level with respect and practiced servant leadership.

“He was a mentor to many, a steady guide to his teams, and a leader whose door was always open,” Dr Lalabalavu said.

The Minister added that Dr Tudravu’s service was deeply anchored in faith, and that he viewed leadership as stewardship and service as a duty to God.

He acknowledged the sacrifices made by Dr Tudravu’s family, noting that the nation’s gain was often their personal sacrifice.

"Dr Tudravu’s passing leaves a significant void in the Ministry of Health and the wider public service, his legacy will live on through the systems he strengthened, the professionals he mentored, and the lives touched by his work".
