The origins of the Native Council (now known as the GCC) dates back to pre-colonial days, when there was balance in the traditional governance system between the chiefs and the people.

This system began to disintegrate during the colonial days, when Governor Sir Arthur Gordon had redefined the role of the Native Council plus stipends to fund the colonial administration and the chiefs.

This created a widespread dissatisfaction among the indigenous towards the colonial rulers
