When the permanent secretaries for each ministry hit the ground running on July 3, all but one was left out.
Selina Kuruleca was officially announced as the Permanent Secretary for Education on May 31 by the Public Service Commission (PSC) after months of screening and shortlisting.
While incumbents from other ministries may have undergone the formal orientation, she has yet to do so.

Of the 11 who were shortlisted for the PS Education post, the PSC selection panel ruled that Ms Kuruleca the best fit for the job.
As a former schoolteacher, USP lecturer, mental health professional and a woman, you’d think that the position was made for her.
But things took a turn when the two unions, the Fiji Teachers Union and the Fijian Teachers Association, refused her appointed.
