Elders in Moce seek clarity on fishing rights

Elders in Moce in Lau are seeking clearer answers on their traditional fishing rights, known as qoliqoli, as discussions on constitutional changes continue.
Their concerns come amid proposals to recognise customary fishing areas while retaining State ownership of the seabed and water resources. Elders say this differs from how indigenous land rights are protected under the 2013 Constitution of Fiji.
The issue was raised during recent consultations led by the Constitution Review Commission, chaired by Sevuloni Valenitabua, which is travelling across Lau to gather public views on possible constitutional changes.

During the meeting, Moce district representative Tataka Buadromo asked for clarification on how iqoliqoli rights would be handled under the proposed framework.
“We want to understand clearly what this means for us,” Mr Buadromo said. “Our fishing grounds are part of our identity and our way of life.”
He said while the community supported recognition of customary fishing areas, there was concern about what State ownership might mean in practice.
“Will we still have control over our waters, or will decisions be made elsewhere?” he asked.
Elders in the village echoed similar concerns, saying they wanted assurance their traditional rights would not be weakened.
“For generations, we have depended on the sea,” one elder said. “We need to be sure our rights are protected, just like our land.”
The Constitution Review Commission says it will continue consultations before making final recommendations.
