JSC advertises FICAC commissioner’s role
Ms Rokoika's appointment drew controversy and court challenges over procedure and potential conflicts of interest.

The Judicial Services Commission has advertised the position of commissioner of the Fiji Independent Commission Against Corruption (FICAC), inviting applications from suitably qualified candidates.
According to the vacancy notice, the commissioner holds wide constitutional powers over FICAC staff, including appointments, removals and disciplinary action under Section 115 of the Constitution.
The role also involves determining employment terms, overseeing recruitment processes, setting salaries and allowances within Parliament-approved budgets, and leading FICAC’s strategic planning, annual corporate plan and budget.

Preferred applicants must be admitted legal practitioners with at least 15 years’ post-admission experience, demonstrate strong leadership and people-management skills, and have no criminal record.
Ms Lavi Rokoika was appointed Acting FICAC Commissioner in late May 2025, taking over from Barbara Malimali. Her appointment by the President drew controversy and court challenges over procedure and potential conflicts of interest linked to Ms Malimali’s legal practice.
Rokoika, a senior lawyer, has since led the commission, overseeing investigations and responding to public reports while maintaining FICAC’s independence.
Under the FICAC Act, the commissioner is appointed by the President on the recommendation of the Judicial Services Commission, following consultation with the Attorney-General.
