Kerebula Settlement not yet included in development lease list says Nalumisa
Housing Minister explains why the settlement is not part of the 48 approved development leases under ISUP.

Kerebula Settlement in Nadi is not part of the 48 development leases under the Informal Settlement Upgrading Programme (ISUP), says Minister for Local Government and Housing, Maciu Nalumisa.
He clarified this following the handover of 77 lease titles to residents of Ledusasa Settlement in Votualevu, Nadi, last night.
Kerebula Settlement is located along the Nadi Back Road near Nawaka Village and Prince Charles Park.

Mr Nalumisa said the 48 development leases under ISUP consist of 44 TLTB leases and four State leases. These leases cover 21 settlements in the Western Division, 14 in the Northern Division, and 13 in the Central Division.
Development criteria
“The Ministry for Housing will only conduct developments in those areas that are in the development leases,” he said.
“Some were given an agreement for lease, but if it is State land, they will be given an approval notice.
“Some informal settlements were given approval notices and agreements for lease, but the process is not completed because the land was not surveyed for their leases to be issued.”
For the 2024–2025 financial year, the ministry plans to issue leases for three major areas:
- Cuvu, Sigatoka – 113 residential lots
- Waidamudamu, Nausori – 266 residential lots
- Ledrusasa, Nadi – 76 residential lots
Six ministry development leases—Sakoca, Tacirua (216 lots), Tavela (80 lots), Field 4 (115 lots), Tore (59 lots), and Valewaquayaya in Ba—are currently in the construction phase and are expected to be ready for title issuance in the next financial year.
