Minister Orders Review of PSV Monitoring Operations

Transport and Public Works Minister Ro Filipe Tuisawau has ordered an immediate review of public service vehicle (PSV) monitoring operations following a serious minibus crash at Laucala Beach outside Suva on Sunday.
Describing the incident as “terrible,” the Minister said the crash, which occurred just minutes before he saw it on the news, raised urgent concerns about PSV driver behavior, particularly speeding and fatigue.
“There could be many reasons for the crash, but one of them is definitely over-speeding. Whether the driver fell asleep or not, it still comes down to driver responsibility,” Ro Filipe said.

Minister Tuisawau stressed that PSV drivers bear a significant duty of care to their passengers, and that the consequences of negligence can be fatal.
In response to the crash, he confirmed he has directed the Land Transport Authority (LTA) to strengthen oversight across PSV operations — from licensing to roadside enforcement.
“I’ve asked them to really look at our systems and procedures for public transport. We need to do more than just give advice; lives are at stake,” he said.
“A crackdown is necessary, and I’ve instructed that it be done immediately in coordination with LTA and the Police.”

The crash has intensified public calls for tougher penalties and stricter enforcement to improve road safety across Fiji.
