The reassignment of Selina Kuruleca from the Education Ministry to the role of Permanent Secretary for Justice is "just the beginning" of more changes to come, says Public Service Commission (PSC) chairman Luke Rokovada.
In an interview in Nadi, Mr Rokovada said the reshuffle was necessary.
He denied that it was linked to performance or a directive from the Prime Minister.

"The commission made the decision, with the agreement of the Prime Minister," he said.
"For all Permanent Secretary postings, appointments, or transfers, the commission decides with the PM’s agreement.”
Ratu Meli Nacuva will take on the role of Acting Permanent Secretary for Education while continuing as Permanent Secretary for Youth and Sports.
Mr Rokovada noted that Mr Nacuva’s experience in public administration, education policy, and training would help maintain efforts to improve the quality and accessibility of education.

When asked about the reasons behind the changes, Mr Rokovada described the move as part of a routine reshuffle.
“It’s just time for some of them to move around, enjoy a new environment, and contribute to their new organisations,” he said.
“The PS Justice position is new, and since we couldn’t find the right candidate through advertising, Selina is well-suited for the role.”
Mr Rokovada dismissed concerns about Ms Kuruleca’s experience in the justice sector, saying, “The commission believes this new assignment will further leverage her skills and experience.”
He also confirmed that an Acting Permanent Secretary for Multi-Ethnic Affairs and the Sugar Industry would be announced soon, following the resignation of Yogesh Karan.
