During his opening speech, Ratu Naiqama said the framework was a major priority that was central to building confidence in public institutions, statutory bodies and office holders.
“This meant that laws governing some of the institutions would also be reviewed to strengthen accountability and transparency,” Ratu Naiqama said.
Mr Rabuka said there was a standard one which was only used during the swearing in of Ministers.
“Holding their offices in the highest regard all the time not allowing it to be brought to disrepute by our individual actions,” Mr Rabuka said.
“We are continuously concerned about our MPs, and we are the top of the Legislative body and system in government, and we must hold ourselves accountable.”
Mr Rabuka also responded to Ratu Naiqama’s comments about inflammatory comments during Parliament debate saying the freedom needed to be enjoyed responsibly.
“We have instruments to police those but have not been functioning well,” he said.
“But now that it’s brought up as an item, it must be legislated and enjoy freedom responsibly.”
Ratu Naiqama has asked Ministers to engage in respectful dialogue and constructive debate referring closely to party supporters on social media.
