Policy Ensures Better Housing: Nalumisa

Government plans to boost the supply of quality housing.

In its effort to address the country’s housing challenges; government’s launching the National Housing Policy 2025-2030 on Thursday, set out a strategic roadmap aimed at ensuring affordable, accessible, and adequate housing for all Fijians.

According to Minister for Housing, Maciu Nalumisa, the new policy was a comprehensive framework designed to strengthen housing access, regulate the market, and bolster sector capacity over the next five years.

“It is both an honour and a privilege for me to officiate the official launching of the Ministry of Housing’s National Housing Policy 2025–2030,” Mr Nalumisa said.

“Your attendance reflects the shared commitment and dedication of all stakeholders across the housing sector to collaboratively address the pressing challenges within our national housing landscape,” he said.

Mr Nalumisa said the centrality of housing as a basic human right, highlighted in Section 35 of the 2013 Fijian Constitution, mandates Government to take reasonable steps within available resources to progressively realise the right to adequate housing.

Aligned with Sustainable Development Goal 11 of the United Nations 2030 Agenda, the policy supports the vision of making Fiji’s cities and settlements “inclusive, safe, resilient, and sustainable.”

A key focus, according to Mr Nalumisa, will be to ensure access to affordable housing and basic services, particularly for low-income households and residents of informal settlements.

The national Housing Policy outlines three major areas of action: 

Enhancing housing supply  and regulation 

Government plans to boost the supply of quality housing, including rental options, by reviewing and strengthening housing-related legislation and policies.

Improving affordability and access 

Through long-term social housing programmes and targeted support mechanisms, the policy aims to improve affordability and broaden housing assistance for vulnerable groups.

The policy seeks to invest in workforce development particularly in the construction sector by expanding training and scholarships, improving housing data systems, and promoting leadership and collaboration across agencies and communities.

A whole-of-sector approach 

Mr Nalumisa stressed the importance of unity and collaboration for the successful execution of the policy, stating that a “whole of sector” approach engaging ministries, agencies, non-governmental organisations, and communities is critical to achieving real, lasting change.
