A total of 16,000 tourism workers have left the country, leaving behind a labour skill gap in the tourism sector.
Minister for Tourism, Viliame Gavoka, said this was a lot for a small country like Fiji.
Brain drain remains a serious issue for the tourism sector, he said.
Related stories
To address the issue, Mr Gavoka believes they will need to hire retirees and recruit workers from other Pacific Island countries to narrow the skill gap left in the tourism sector.
