Fear of being laid off again is holding former employees from returning to work, the Fiji Human Resource Institute (FHRI) said.
It is among leading factors impacting the human resources sector, FHRI president Kameli Batiweti said.
Labour mobility was the leading concern for the industry, he said.

Many had migrated after the reopening of the border, Mr Batiweti said in the wake of a widening skills gap.
