Permanent secretaries to face strict evaluations

Permanent secretaries will face strict performance evaluations under new civil service reforms aimed at strengthening accountability and service delivery.
Speaking in Parliament this morning, Prime Minister Sitiveni Rabuka said a comprehensive Functional Review of the Civil Service was underway to improve efficiency and performance.
The review is examining capability across government institutions, structures and processes.

“The objective is clear, to build a professional, agile and future-ready public service," Mr Rabuka said.
He said the reforms were designed to improve governance and ensure government programmes deliver results.
“By 30 September 2026, all permanent secretaries will be subject to stringent performance evaluation.”
“Each permanent secretary will sign a Performance Agreement.”
He said the framework would strengthen accountability within the public service.
“This framework will ensure alignment with national priorities, clear performance expectations, measurable outcomes and transparent review processes.”
“This is about raising standards and ensuring that public resources translate into tangible results for citizens.”
