$2M Nabouwalu passenger terminal opens to boost maritime travel
New facility offers safe shelter, ticketing services, and improved amenities for Vanua Levu–Viti Levu commuters.

The Nabouwalu Passenger Terminal in Bua was officially opened today, strengthening maritime transport and regional development in the Northern Division.
The $2 million facility was commissioned by the Minister for Housing and Local Government, Maciu Nalumisa, during a ceremony attended by traditional leaders, senior government officials and members of nearby communities.

The modern terminal replaces years of inadequate passenger infrastructure and now provides safe shelter, proper ticketing services, office space and improved amenities for daily travellers commuting between Vanua Levu and Viti Levu.
For many users, the terminal is a critical transport link, and the upgraded services are expected to significantly improve travel safety and overall passenger experience.
The terminal also includes a police post and purpose-built spaces designed to enhance security and comfort for passengers, operators and visitors.
Mr Nalumisa said the development reflected the Coalition Government’s commitment to ensuring rural and maritime communities were not left behind in national development.
“This terminal puts people first. It treats every traveller with dignity while opening doors for local economic growth,” he said.
Mr Nalumisa said improved infrastructure played a key role in stimulating economic activity, particularly in transport hubs that supported trade, tourism and employment.
The facility includes five kiosks, three food outlets, a handicraft shop and a hair salon, creating new employment opportunities and supporting the growth of small and micro enterprises in the community.

Management of the terminal will be handed over to the Savusavu Town Council, a move expected to ensure strong local oversight, accountability and long-term sustainability.
Mr Nalumisa also announced Phase Two of the project, aimed at transforming Nabouwalu into a fully integrated transport hub.
The next phase includes construction of a covered boardwalk, about 200 metres long, linking the terminal directly to the jetty.
The proposed $1.5 million investment is progressing through lease processing, survey works and an environmental impact assessment.
Once completed, the boardwalk is expected to significantly improve safety and accessibility, particularly during adverse weather.
Mr Nalumisa confirmed that planning was also under way to upgrade the Natovi Passenger Terminal, with construction expected to begin in January 2026.
