Government is in the final stages of preparing a cabinet paper on the naturalisation of all Banabans and Kioans, Minister for Lands and Mineral Resources Filimoni Vosarogo announced yesterday.
Speaking at the 80th anniversary celebrations on Rabi Island, Mr Vosarogo said the naturalisation is based on leases verified by the Rabi Council of Leaders.
"This is a significant step that will help ensure full recognition, belonging and dignity of your community as part of the Fijian family," Mr Vosarogo said.

The Banabans arrived on Rabi on December 15, 1945, after being displaced from their homeland of Banaba following phosphate mining devastation and World War II.
Kioans are people from Kioa Island in Cakaudrove, primarily settled by Polynesian immigrants from Tuvalu who purchased the island after World War II due to overcrowding on their home atoll of Vaitupu.
Infrastructure developments
Mr Vosarogo also announced major infrastructure developments including the Karoko Landing and Vuni Kura Jetty funded through China Aid.
Karoko Landing serves as a critical access point for Rabians travelling to and from Vanua Levu, where they must journey hours from Savusavu or Labasa before taking fibre boats to Rabi Island.
“Once these projects are completed, they will improve shipping routes connecting Suva, Taveuni, Vuni Kura and Rabi,” Mr Vosarogo said.
“These connections will open opportunities for trade, travel, business and indeed economic growth.”
Mr Vosarogo said the Office of the Prime Minister is also reviewing the Banaban Act to ensure the next Rabi Council elections are conducted by the Fiji Elections Office.
