Trade union urges elected President, clearer military oversight
The Fiji Trades Union Congress says urgent constitutional reform is needed to strengthen democracy, improve accountability, and ensure stronger oversight of key state institutions.

Fiji’s Constitution needs urgent strengthening to improve democracy, accountability, and transparency across key institutions, says the Fiji Trades Union Congress (FTUC).
FTUC general secretary Felix Anthony said the position of the President should be an elected and independent office rather than one appointed by the government of the day, arguing that the current system produces a largely ceremonial role with limited power.
Mr Anthony said the President should have the authority to act independently on legislation, including the power to refuse assent where necessary, and must be held accountable in the exercise of that role.

He also called for clearer constitutional wording on the role of the military, warning that current provisions create uncertainty over civilian control.
He said the military must always remain accountable to a civilian government in a functioning democracy.
In addition, Mr Anthony raised concerns about weak institutional independence, particularly in the Human Rights and Anti-Discrimination Commission, which he said must be protected from political influence.
He also highlighted delays in public financial reporting, calling for strict deadlines requiring all government entities to submit annual reports within six months of year-end to improve transparency and accountability.
Mr Anthony said constitutional reform must ensure “true democracy,” stressing that elections alone are not enough without strong checks, balance, and accountability mechanisms.
