Fiji Airports celebrates first woman Instrument Flight Procedure designer
Kalesi Cagi’s achievement marks a major milestone for Fiji Airports and a breakthrough for women in technical aviation roles.

Fiji Airports has reached a historic milestone with the certification of Kalesi Samanunu Cagi, Controller of Aeronautical Information Services (AIS), as Fiji’s first Civil Aviation Authority of Fiji (CAAF)-endorsed Instrument Flight Procedure (IFP) Designer.
This achievement not only strengthens the Fiji’s aviation capabilities but also sets a powerful example for women in aviation, highlighting Fiji Airports’ commitment to nurturing local talent and promoting diversity in technical leadership roles.

Since taking over AIS in 2023, Ms Cagi has expanded the unit from just three staff to 13 specialists, delivering safety-critical aeronautical information services. Her certification now authorises her to design, review, and maintain instrument flight procedures, ensuring the safe and efficient operation of aircraft across Fiji’s airports.
Her new responsibilities include obstacle assessments, terrain analysis, and coding procedures for flight management systems, essential elements for precision-based air navigation.
Reflecting on the milestone, Ms Cagi said: “This certification represents a step forward not just for me, but for the next generation of aviation professionals who are interested in Instrument Flight Procedure Design,” said Ms Cagi.
“It proves that with the right support and positive mind set, our technical excellence and leadership in the aviation sector can grow right here in Fiji, and I’m proud to be part of that journey,” she adds.
The certification brings Fiji closer to establishing a fully accredited IFP Office, reducing reliance on external providers and building sovereign capabilities aligned with international standards.
Fiji Airports also commended CAAF for its collaboration in endorsing the Instrument Flight Procedure Service Provider Document, a key enabler for the certification.
As Fiji Airports continues to invest in its people and infrastructure, this milestone cements its reputation as a regional leader in aviation safety, innovation, and professional development.
