Littering fine to increase from $40 to $200 from September 1

People caught littering will face a fivefold increase in on-the-spot fines from September 1 after Cabinet approved tougher penalties aimed at strengthening enforcement and reducing litter nationwide.

Cabinet has endorsed the Litter Offence (Fixed Penalty Notice) (Amendment) Regulations 2026, increasing the fixed penalty for littering from $40 to $200.

The new regulations are intended to strengthen Fiji's litter enforcement framework by addressing enforcement gaps, outdated penalties and procedural weaknesses.

The Government said the changes would introduce a nationally consistent enforcement system for Litter Prevention Officers, municipal councils and other authorised enforcement officers.

The strengthened framework will also support more effective enforcement through the training of enforcement officers, improved administrative arrangements, digital payment mechanisms for Fixed Penalty Notices and increased public awareness.

The regulations will come into effect on September 1, 2026, following preparatory work by the Ministry of Environment and Climate Change and relevant enforcement agencies.
