LTA plans payment scheme for $24m in unpaid traffic fines
Offenders with pre-2023 fines may soon pay in instalments under proposed legislative changes, says chief executive officer Irimaia Rokosawa.

The Land Transport Authority (LTA) is sitting on $24 million in unpaid traffic infringement notices (TIN), prompting plans to introduce a payment plan system for offenders.
The Standing Committee on Social Affairs tabled its consolidated review of the LTA Annual Reports (2017-2020) in Parliament last week.
LTA chief executive officer Irimaia Rokosawa told the committee the authority was working with the line ministry and Solicitor-General’s Office to introduce a payment plan for outstanding fines.

“As matters currently stand, the regulation states that for any outstanding TINs, you will not be able to renew your driver’s licence, or you will not be able to renew your vehicle for that particular vehicle’s TIN, unless you pay the TINs in full,” Mr Rokosawa said.
“There is about $24 million sitting in that category as matters currently stand."
Payment plan proposal
He explained the proposed payment plan would only apply to offenders with fines issued before 2023.
The CEO said the authority was thankful the Solicitor-General’s office had incorporated this proposal as part of consequential changes to legislation.
“The public is awaiting these changes so that they can start with this payment plan exercise in the future,” he said.
Current system
Under existing regulations, motorists cannot renew their driver's licence or vehicle registration if they have unpaid traffic fines for that specific vehicle.
The payment plan initiative aims to help recover the substantial amount of unpaid fines while providing relief to motorists unable to pay their penalties in full.
The proposed changes are expected to be incorporated as part of consequential amendments to the Appropriations Act.
