Mr Tunabuna, who began his career as an agriculture officer, said sugar had always been an integral part of the agriculture sector.
He said kava dieback disease was only part of the problem affecting supply.
The Northern Division currently leads rice production, contributing 58 per cent of national output, with 969 farmers cultivating 1,301 hectares.
